Fixed a bug in ValueTypeArrayList which would fail on Insert at position 0.
Added NotifyingCollection (final name?) which attempts to implement *some* of the ObservableCollection hotness. For memory reasons, I do not supply read-only copies of old and new values in the event args. I don't support the Property notification, just CollectionChanged. The only events supported are Add (add, insert), Remove (remove, removeat), Reset (clear). The naming is similar as the full version just in case support ever arrives to make it easier to migrate to a more mature, hopefully optimized, solution.
